To further strengthen the team of "Legal Literates" and improve their legal literacy and job performance, contributing to grassroots legal system construction, the Wanning City Justice Bureau held the "Xinglong District 2024 Legal Literates Legal Affairs Liaison Training Class" on October 21, 2024, at the fourthfloor conference room of the Xinglong District Federation of Trade Unions. Deputy Director Chen Shengbiao of the Municipal Justice Bureau attended this training session, with Mr. Zhu Haitao, head of Hainan Unisue Law Firm, serving as the main speaker. The training was chaired by Li Shihong, director of the Social Comprehensive Governance Office of the Xinglong District Party Working Committee.
At the training session, Deputy Director Chen provided an indepth interpretation of the background, significance, and core essence of President Xi Jinping's thoughts on rule of law for the trainees. The purpose was to deepen the trainees' understanding of the importance of socialist rule of law and encourage them to deeply study and thoroughly understand President Xi Jinping's thoughts on rule of law. He also elaborated on the concept, significance, and responsibilities of "Legal Literates," guiding the participants to actively learn legal knowledge, take part in grassroots legal practices proactively, act as promoters of policies and laws, mediators of disputes, and models of legal practice, thus leading more grassroots residents to develop awareness and habits of respecting, learning, abiding by, and using the law, contributing to the construction of a law-based Wanning.
Following that, Lawyer Zhu discussed aspects such as the legislative background and significance of the enactment of the "Law of the People's Republic of China on the Protection of the Rights and Interests of Returned Overseas Chinese and Their Relatives," the identification of returned overseas Chinese and their relatives, and the rights and protection paths for these individuals. Combining case studies, he provided an indepth explanation of legal issues concerning housing resettlement, social security, return investment, and inheritance for returned overseas Chinese and their relatives, helping the trainees gain a deeper understanding of the law regarding returned overseas Chinese. Then, focusing on the definition of civil capacity under the Civil Code, he explained it using simple and understandable language through case studies, elucidating legal issues related to labor, inheritance, and acceptance of gifts, thereby providing the trainees with a more intuitive and profound understanding of the civil rights capacity of natural persons. Trainees unanimously expressed that the training course was highly directive and practical, closely tied to the realities of people's lives, and they would translate what they learned into working ideas to continuously improve the level of service to the people.

Moving forward, the Wanning City Justice Bureau will continue to deepen the cultivation project for "Legal Literates," enhancing their practical capabilities in participating in grassroots governance according to law.
